I think the lyrics refer to the kiss (noun) being able to fix things. Usually the passive voice phrase “everything can be fixed” would be translated to Spanish as “todo se puede arreglar”. Without the “se“, it doesn’t sound passive. It sounds like there is a subject for that phrase, and that subject is the kiss.
